WhileHomelander does have control over the executive branch, the new supe government still needs to get control of the legislative and judicial if they want to create a truly fascist state. Homelander and Sister Sage will probably spend season 5 ousting opposition in Congress, the Supreme Court, the army, and more, giving Homelander even more control over the country.
Sage will have to work hard to figure out a way to weed the CIA’s anti-supe advocates out of the organization, getting rid of one of the most powerful anti-supe bodies in the country.
One of the biggest governmental oppositions to Homelander’s supe state is the CIA, asGrace Mallory and other agents have been working with The Boysto take down Vought and kill supes. Although Homelander does have the president in his pocket, there isn’t much that he can immediately do about the CIA, meaning that getting them under his control will be tricky. Sage will have to work hard to figure out a way to weed the CIA’s anti-supe advocates out of the organization, getting rid of one of the most powerful anti-supe bodies in the country.
Sister Sage’s “Phase 2” Likely Extends Beyond The United States

While Homelander and Sister Sage currently have their eyes set on continuing to control the United States, Phase 2 of their plan likely extends beyond that. Fascistic states throughout history hardly ever want to isolate themselves from the outside world, with them instead wanting to spread their abhorrent ideologies into their surrounding countries. Since most other countries inThe Boysuniverse will undoubtedly be opposed to Homelander’s new regime, he will have to focus on taking them down and gaining international allies.

The potential for other countries to recognize and even support Homelander’s regime is terrifying, as it means that there will be fewer and fewer places for refugees to go.Homelander has already confirmed that he has a kill list for Vought employeesand anti-supe activists, meaning that they need to get away from the United States ASAP. Phase 2 could see Homelander and Sage encourage governments to extradite escapees to the United States, with this potentially being a way that they could track down Billy Butcher.

If Homelander’s government manages to succeed in wiping out its opposition, it could have the terrifying potential to embolden other supes to treat non-supes as lesser.Homelander has long dreamed of a world where he can seek revenge on the humanswho tormented him for so long, and since many other supes have terrifyingly tragic backstories, they could carry out some horrifying atrocities in the name of revenge inThe Boysseason 5.
